Yes, I guess you are right. But why would they forbid a claim? Think about it. Claims are cancelled all the time under our current system. Why? Because they cost too much money. Under a federally funded program they are non-profit. Which means they dont have to cancel claims due to ‘it would cost us too much to get this VOTER alive.’ I’d much rather argue with a government operator than someone from Bangladesh hired by the insurance company to deny claims because they cost too much.
