Since you probably define “legitimate” as not flouting any of the restrictions being complained about (which would make such a business illegal), that is like asking how many times we’ve seen water that wasn’t wet.
Those that are willing to invest money in marketable but otherwise illegal goods or services, tend to protect their investments by extra legal (and often violent) means. This makes them “illegitimate” in a moral sense as well.
But don’t worry, once the socialists have completed their takeover, we’ll all have to run black market businesses just to survive - just like in old Russia and now in Brazil after the recent socialist takeover.
