OK, how many here have started a legitimate business and then been shut down by the state?

I’d bet that the number of U.S. citizens detained without criminal charges or day in court is higher than the number of legit businesses shut down by the PUC.
Since you probably define “legitimate” as not flouting any of the restrictions being complained about (which would make such a business illegal), that is like asking how many times we’ve seen water that wasn’t wet.
Those that are willing to invest money in marketable but otherwise illegal goods or services, tend to protect their investments by extra legal (and often violent) means. This makes them “illegitimate” in a moral sense as well.
But don’t worry, once the socialists have completed their takeover, we’ll all have to run black market businesses just to survive - just like in old Russia and now in Brazil after the recent socialist takeover.

Yes, under the guise of “protecting” the public from opportunists. Definitely not for the tax and bribe revenue.
