There are others with risks for global destruction by world war 3, but that’s not the villain’s ultimate purpose : Bond 5 – You Only Live Twice, but the aim is blackmail, not destruction, Bond 7 – Diamonds are Forever, the aim is also blackmail after destroying washington DC, Bond 14, A View To A Kill wants to destroy California only, Bond 17, GoldenEye is targeting UK only…
Bond 13, Octopussy, does want a global war to happen, but the villain is a russian officer, not a mad scientist.

It’d serve to uniquely identify it, which the actor of Bond wouldn’t.
Also Betty seems much more interested in watching a Bond movie than I would have guessed she’d be.
