Todays Buckles is so precious all of the images of Paul and Buckles are just " that " precious .It is so hard to pick out my favorite panel …… I guess it’s their expressions in the third one : )
Actually, Buckles is the buyer here. Paul is supposed to manage the transaction. I’ll explain this in retail format.
Buckles (the customer) wants to receive a treat (desired commercial item) from Paul . In order to receive a treat, Buckles needs to perform a trick (currency/payment) so Paul can discipline him properly . This system was set up by Paul as a fair means of showing Buckles to earn for his keep, similar to how an employee works at a given place to earn money to keep himself thriving.
In this case, Buckles pulls a similar stunt to that of a short-change artist. He convinces Paul that he should give him a treat (unpaid merchandise) before performing a trick (currency/payment). After performing the trick, Buckles will receive twice the amount of treats for what his performance was worth. There were no offers from Paul , but Paul, out of desperation (being confused by the short-change artist’s tactics), ultimately failed in properly disciplining Buckles .
As a result, Jill (corporate auditors) will scold him for not properly doing his job, and siding with Buckles (the bad customer) while claiming she isn’t for the sake of protecting her own hide from having to step in and actually take action.

Re panel 2: this happens all the time; home and car repair, restaurants, lawn mowing, etc.

Buckles, trust is a two-way street. Abuse it and you hurt yourself most of all.
