Captain Victorious: Look, I can't stop every crime that ever happens. I'm not psychic!! I don't know when or where crimes will occur!! Ralston: The bank across the street is being robbed right now. Captain Victorious: See! There's no possible way I could have known that! Ralston: Oh look, it's on the news too...

I always wondered why Superman didn’t feel guilty about spending half his time as Clark Kent, thus saving only half the people and stopping half the crimes as he otherwise could have. I suppose if he went nuts from being on call 24/7, he’d end up doing more harm than good. Hard to explain that you allowed someone’s loved one to die because you were on break, though.

Omnipotent superheroing has been explored in various stories, such a few Justice League miniseries, Marvel’s Squadron Supreme, the Marvelman comics, etc. They tend to result in repressive dystopias where the people resent the heroes for controlling their lives and the heroes resent the people for having to control them.Everyone is happier making their own decisions and dealing with their own consequences, asking for help of their own free will and giving it of their own free will.
