He was only in LA for a couple of days, on a special trip with Miss Plainwell. Given that all the kids are present in this strip, he’s presumably back home in Michigan now.
If you really want to try “cold water versus hot water” freezing times get two identical metal ice cube trays (so they do not insulate the water) and fill one with cold tap water, then boil water in a pot. When it is furiously boiling have your hot pads handy, get a fellow experimenter to open the freezer as you pour the boiling water into the tray, then use the hot pads to put the hot tray in one side of the freezer while your co-experimenter puts the cold one in the other side.
Check them at about five minute intervals and see what happens. The odds are that the hot water will barely freeze before the cold water, but as the temperature in the freezer is set lower the hot water begins to freeze more quickly while the cold water time remains about the same.
They are still arguing about the how and why, but if you have a minus forty day, a tall building, and want to try it, make sure no one is below— and go for it.

Regarding freezing at 40 (F) - a meteorologist friend tried this on his honeymoon in Banff, Alberta, expecting it to freeze before it hit the ground.
Epic fail, because he used COLD water. (No, I didn’t have a clue, and would have used cold water too!)
Oddly, it only works with HOT water.

they did that on youtube. some guy in russia tossed a boiling pot of water outside(-50 with wind chill), it turned to snow.
