The problem with the 18 yo age of majority was that it was put through to reduce the age of majority to the age of the draft—which was backward, as the age of the draft and majority should have been raised to 25 (when humans brains mature.)
But at 18 people are immortal, thus perfect to send into combat, by 25 they understand their mortality and are less thrilled with the idea of risking it.
