His comment about the speed limit convinces me he thinks it is just a suggestion for a minimum speed. It seems to me that no one in this country is capable of staying at or under the speed limit.

Hang on — weren’t Pluggers the ones who grew up when the Interstate speed limit was 70 everywhere?
