Also sounds illegal in U.S. Unless they’ve changed the regulations since I taught ground school, any plane flying on instrument flight rules (includes all flights above 10,000 feet) must have sufficient fuel for le scheduled flight plus 45 minutes at normal flying speed.

I once sat next to a guy on an airplane who had plenty of gas. No need for him to refuel in flight.

They try not to have extra landings, but occasionally miscalculate. Presumably, they track the performance, and optimize fuel margins.
