Nice tough Tracy profile (with shadowing) in panel 1. If the security camera tapes caught the Death Coach, Tracy should be able to break this Abner abduction case wide open. “Columbia” is most likely in the police data base for something or other….
Of course, in reality Tracy would have been immediately pulled off of the case because it’s his relatives and he’s too close emotionally and all the other stuff you hear about in modern police dramas — fortunately for us, this is Comicstown, and Dick Tracy is far from modern.

Strictly speaking it’s not even a missing persons case since neither of the persons (Uncle Ray and Bonnie Braids) have been missing for 24 hours and there really isn’t evidence of violence or that it’s an really unusual absence.

Not all kidnappings fall under Federal jurisdiction. Right now Tracy would still be in charge.
