It doesn’t make much sense. Food meant to be eaten with chopsticks can be eaten with a fork or a spoon.Even in the rare cases where the dish includes meat pieces that are bigger than a bite, you can do the same thing you do with chopsticks using a fork.Eating with chopsticks is more elegant though. So many different styles.When I enter a restaurant and see you westerners eating with forks, you all look the same to me ;D
What’s this about “freeing up” a hand when using chopsticks? I don’t know that I’ve ever eaten with two hands…only in the instance of picking up a knife and cutting something. But that’s not “eating” with a knife or two hands. Don’t get me wrong…I adore this comic strip but this particular comment Betty is making makes no sense.

I learned in my teens how to use chopsticks. I do OK with them; but I realized that, unless there is no choice, I do better with a knife and fork.

Most folks from the British Empire eat with the fork in one hand and the knife in the other, but I don’t think that applies to Betty.
