Strod is correct. The trick only works with flat sheets, not fitted ones. You lay the sheet on the bed, and then fold the bottom end up to where the pillows go, turn it down as you normally would a top sheet, and then tuck it all in. In order to get into bed, the victim has to pull off the blankets, find a second sheets, and start from scratch. Popular Scout camp trick.

Short sheeting often happens in the military as well.
