Conspiracy kooks love this! No decent school has scheduled hugging! Boundaries are taught in kindergarten. That sitting around stuff is made up, of course if it’s set in a state where education of children isn’t funded, then I’d believe it; not enough qualified teachers to oversee the kids. Board of Ed couldn’t afford the lawsuit.
The idea here is there are no natural outlets for him to express his “boyness” (in Millennial parlance). He gets gussified and merged into traditional “girl” activities and the only outlet he has is to grouch at his sister.
For about the first 6 years of grade school (and the at least 50+ years the school had existed, prior), we had no playground equipment of any kind… the girls were on one side of the building, the boys, on the other. One of the nuns would come out at lunch recess, and tell us we couldn’t run.. we could “skip, or walk fast, but no running.” Playing “Tag,” was a colossal bore!
I know it’s a joke, but group hugs or hugs of ANY kind should never be directed by the teacher. A school should never force physical contact on a child beyond some minimal socially acceptable greeting like a handshake. If I were Joe’s parents, this would have been nixed at the beginning of the school year.

I do know for grade school, not show, there is a gym with PE teacher for kids play with sports or activities as running and playing ball games.
