C’mon, Al S. Career politicians are known for their gift of gab as well as having a deft grab on other people’s money, so a short stint in the polar regions teaches them to keep their hands to themselves for the time being.
If he couldn’t find a lobbyist’s pockets to warm up his hands, he doesn’t deserve to be in Congress. Let’s review how the system works: Congresscritters do not steal directly from the public; that would be illegal. They instead take perfectly legal bribes campaign contributions from lobbyists, and then assure that appropriation-and-spending bills funnel money to the groups the lobbyists represent (e.g., the 2000 tanks that the Army doesn’t need or want, but are still in each year’s military appropriations bill because there’s a factory in PA with a good lobbyist).

Al S. No, I know that this particular joke is an oldie, but it’s a goodie. It goes along the same vein as this comment: Political ambition egged him on, but the voters egged him off. The various political junkets congressfolk go on is fodder for that very American pastime, poking fun of those in power.
