You notice the Mayor and City Council members are missing? They don’t want to even be in the same room with Burl. It would be a political career killer.Burl never contacts the other ER response units, cause he never learned how to use the radio. They tried to teach him, but he works best in his recliner, and since there isn’t one in the CD office (which actually is a janitor’s closet) he can’t get the hang of it.

I think he didn’t hear of it because the other members of the team long ago gave up trying to communicate with him. Besides, he has changed his HQ to the local IHOP where he was face down in a plate of blueberry pancakes—with extra syrup, of course.The only thing worse than having a disaster would be to have a disaster with Burl Penny trying to help.

Nothing like coordinated panic.

Burl: I tried to call both of them but my lights were out and I couldn’t see to dial.

Burl’s motto as head of civil defense: “No news is good news.”

Not to worry. The “disaster” was that power went out for ten minutes during Wheel of Fortune. WICO is just that nut who has his own cable community channel (2:00 a.m. – 4:00 a.m.). The reporter is from the Crustwood Senior Shopper. She showed up because she heard there would be donuts. (There were, but Burl got there early.) Burl didn’t actually tell the mayor there would be a press conference. People like the mayor tend to monopolize the conversation, and they always yell at Burl after it’s over.

I can’t find the black triangle. Anyone see it?

Did Burl make up the name signs on the desk? Must have, since “Captain” is misspelled. Way to go, Burl!(SPOILER ALERT!) The black triangle is on the name sign on Burl’s right.

Actually this is a great play on how government agencies work. There is almost always a communication problem, but they are unaware of it.

I just noticed that Burl is the Civil Defense Panic Coordinator. Good job for him, although I would think an essential element of panic is a general uncoordinatedness. Which of course, leads us directly back to Burl’s strengths.

I understand DC’s Metro service has been considering an application from Burl as head of their emergency response team.

Burl has no strengths what so ever. I keep asking how does someone like Burl get a job like this . HOWW ? The reason I ask is this is there really are people like Burl and wind in positions like this and really mess things up bad . Julie please tell me how it happens . You must have a answer.
