Money in Circulation. A rich man gives money to Congress in a "Please" Campaign Contribution. Congress passes a bill with a giant payoff for the rich. The rich man takes that money and gives it back to Congress as a "Thank You" Contribution. Congress passes laws that allow more campaign contributions. The cycle continues.

I’m almost half surely positive that the 2/3 of people who didn’t vote in the last election will almost TRY to vote next time around……maybe.

As he so often does, Toles nails it. When those who make the laws have a vested interest in the laws they make, you are going to have problems.
