What I’m scratching my head about is what’s in the hat. I suppose the brown paper is sort of greenish so it could be dollars (-but it’s in the ¢ frame). But what on earth is that puffy white stuff supposed to be? Looks like cotton in the hat but the spilled bits look like feathers.
The cent sign in panel 2 can be read as a “cut time” time signature, equivalent, usually, to a time signature of 2/2. It’s only when you realize what’s happened to the hat in each of the panels that you can take the cut time signature as a cents sign.
Some music uses a similar “c” symbol as a time signature to indicate 4 beats to a measure. I know this, therefore I laughed. But I bet Horace would make more money if his guitar was plugged in.
