Could it be that Monica is just a randomly-picked name, and McPherson is not referencing any particular Monica? The joke is not in knowing what the “Monica Incident” is, but in someone stockpiling such a huge number of rolls of toilet paper in order to avoid some sort of embarrassment, which will likely lead to some OTHER sort of embarrassment.
