    I actually saw a woman doing just this about a week ago. I hate to stereotype folks but she didn’t look very well-off and she was buying well over $100 in lottery tickets. Seriously! I couldn’t believe it. Burl has said it perfectly.

    State lotteries are a legal extension of the illegal “policy game,” or more simply, “the numbers.” People would place bets with “runners” in person or over the phone (from 1-cent bets to dollars).Today, there are still illegal runners collecting bets, then laying off a bunch at your local lottery store.If you witness someone playing $100+ in the 3 or 4 digit games, chances are he or she is a runner…

    Well now. Let’s be clear about something. She’s getting a chance, a very remote chance, but a chance of getting something for her money. Burl, for his money, is about to get UFO’s seen by the Mars lander. She becomes more poor. He becomes more poor and more ignorant.

    don’t know what other states do with their lottery money but in Illinois the lottery was sold to the public as a mechanism by which public schools would receive additional revenue. that was back in the mid 1970s. what wasn’t disclosed…or at least made clear…is that lottery money does not ADD to school funding, it REPLACES other school funding.

    in Illinois schools are funded through the general revenue fund. lets say that Illinois spends $2-billion on schools and the lottery generates $500-millions (just examples). the way it works is $500-million is removed from school funding and used for other purposes while the $500-million from the lottery is earmarked for school spending.

    EBT cards were supposed to bring some dignity to the people who use them, Now instead of getting “looks” at what they buy, they can do so in secret.Woman in front of me at grocery store, Chips, colas (4 6packs and one 12 pack, Cheap white bread, ditto lunch meat, lots of frozen dinners, more chips, popsicles, and 3 bags of candy. Used an EBT card,( you can tell, the cashier has to key it in differently). She had 3 kids with her and then bought lottery tickets (we buy ours from a machine in the PNW)!Some people use their EBT cards to buy stuff, and then re-sell it at a higher price to those who don’t have them.
