I’m not sure those are socks. You can see individual toes. Either he has painted stripes on his feet or he is wearing a pair of those natural foot type running shoes.

Hmmm, no. Blowing it up i think the socks having toes and the possible flowers (? Marigolds? Yellow roses?) might be clues.

Those could be curled ribbons as you would see on a gift on the socks. And the socks do sort of yell out “Seuss” for sure.
