This one’s a little more hardcore than your usual Goth or Emo; both those subcultures tend towards a certain “delicacy,” a capital-R Romantic nihilism, that I’m not picking up here. This guy/gal exists where Goth and Punk share roots (if not branches), where Punk overlaps Glam… Very CBGB, kinda New York Dolls.

Thanks, Jo Jo, but actually my first motive was simply to nail down New Pup’s type. “Iggy Pup” came to mind in the middle, and didn’t really change what I was going to say otherwise.
At some point (I’m guessing in London, late ‘70’s), there was probably a subculture that had this particular combination of traits: Dog-collars and black lipstick, a Clash-type “Smash the State” ideology, but with extra nihilism. And New Pup hasn’t actually looked forward to death yet, which is another contraindication of Goth/Emo. There’s probably a better band than Sisters of Mercy to link him/her/it to, but it would take somebody better-versed in Punk subtypes than I to identify it.
(By the way, I want to apologize for using “Jo-Jo” in reference to a certain other poster in this forum. It was not intended as any insulting reflection on you.)
