You used to see the front yards of unpopular neighbors festooned in TP when i was a kid. Not so much anymore, but i think that has more to do with changing social norms than law enforcement: parents don’t like to let children under 15 out of their sight for even a second anymore. Especially on a holiday like Halloween when “everyone knows” evil people will try to poison and kidnap kids. Yes, that was sarcasm.
