We had an exchange student who wanted to get his driver’s license. He presented his valid license from his home country, but with the hoops he had to jump through, we just gave up. (This was way before 9/11, FWIW.)
This is very close to what its like in N.J. Legal foreigners and Illegals get a license no problem, everyone else has to have three forms of ID based on a point system (passport, birth certificate etc…). And then depending on what branch of the DMV you go to the rules seem to vary.

If you want fewer illegals, prosecute the businesses who hire them.
