By which, she means the Chips O-Boy from the Dollar Down store and Odeos, the fund-raising cookies of the Ex-Girl Scouts Gone Bad organization. (Burl answered the door when they came around selling that last one. If they can give away enough for Christmas, they’ll be able to park in the garage again.)
This reminds me of my stepmother, in a way. Years ago, my youngest daughter made a pie for Thanksgiving. It was a chocolate pudding pie with cream cheese filling. It was very good. My daughter was probably around 12 and was very proud of her pies. My stepmother told her that she doesn’t eat “that kind of chocolate pie with the white bottom” and proceeded to tell my daughter that she brought her own dessert… Chips Ahoy Cookies. My daughter was crushed. She is now 28 and still remembers. My stepmother passed a couple of years ago. I am always reminded of her when I read this comic.

Aren’t Christmas cookies supposed to be homemade? But considering the Penny household, it’s probably just as well she buys hers.
