I can’t recall seeing him since the re-run cycle restarted back in April. And furthermore, the Wikipedia page for Bloom County says that he was introduced in May 1981 (the original date for this strip is May 12 of that year).
Didn’t the major get put down for slapping one of his players in the pads? Or something like that. Is this the basis of all Boy Binkley’s later neuroses?
