If using a low-flying craft to escape apprehension for a crime was actually a thing, all the police have to do is wait until the juice runs out. It’ll come down eventually. Otherwise, the kid has to deal with the FAA. Local police do play a role in enforcing drone or small aircraft violations, but the feds have the authority.
