Whenever there was an “Out of Service” sign on an elevator, I’d tell everyone they were being replaced with school gym climbing rope:They cost less to operate and repair. They were tied into the new fitness program. Workers could become more independent from managementEverybody knows somebody they would like to watch climb.

That could still be an elevator. It just looks like a ladder, but operates like a grain elevator (or paternoster.) We just can’t see that movement in this still picture.
