One of the minor flaws of the antiballistic missile plan of the sixties was that the only way to block them was to set off a nuke when you got within a few miles of them, having no better accuracy.
Add to that the teensy little fact that the same missile could deliver the same explosive to an enemy location so you couldn’t be sure if it were defensive or offensive.

Water balloons filled with used water, if you know what I mean.
