I went to a Luthern school and I suspect most of the teachers were there for two reasons: 1. they lacked the qualifications to teach in public schools, 2. they could hit little kids as much as they wanted. One teacher had a drawer full of hoses, rulers and other things he hit kids with.
“The Board of Education” was what Sam Rayburn called his dining room table. As Speaker, he had an apartment in the capitol. He would invite a recalcitrant legislator over for a great meal, one on one. Since he knew the public opinion in every district in the country, he knew where and how to apply the pressure.

In my day we got “licks” with a paddle. We called it going before the board of education.
