That’s actually his severance notice from NASA. He is being let go because they have decided that space exploration is too expensive and serves no purpose. They have decided that the time and money would be better spend exploring Hollow Earth reports and seeking the home of the goddess Gaia within it, since only She can save us now.

They consider that the Aurora is probably light from the cities of Hollow Earth reflecting off of high clouds.

I cannot tell if he is actually surprised or if he has seen this coming since 1994.
