I dropped something... Eddie: Where? Laminate!!! Eddie: You could have poked airholes. Vero: That defeats the purpose!!!

My guess is John McCain made a big stink over ‘Laminating Machines for Schools’ by putting it on his Top 10 outrageous earmarks list.
(The proposal was withdrawn in committee for 8 consecutive years until it finally passed in 2009.)
