The store I used to shop at started a rule that prepared foods had to be paid for in that department. You weren’t allowed to put them in your cart and check them out with everything else. Apparently people were taking them to other parts of the store and eating them there. About a year later the store closed.
I’ve seen people eating from the self serve deli and sneaking cookies from the bakery cases. Was told it happens all the time. I guess it doesn’t really surprise me, and certainly most don’t do that

My husband does that at Costco on weekends. There are enough samplers to fill you up if aren’t too picky about what you eat. :D
