I saw a show on History Channel about how they built it. They put a lunchroom on the upper floors because it took too long for the workers to get all the way down and back up during lunch.

Fort Jefferson is a massive but unfinished coastal fortress. It is the largest brick masonry structure in the Americas,23 and is composed of over 16 million bricks, the building covers 16 acres (6.5 ha).4 Among United States forts, only Fort Monroe in Virginia and Fort Adams in Rhode Island are larger. The fort is located on Garden Key in the lower Florida Keys within the Dry Tortugas National Park, 68 miles (109 km) west of the island of Key West. The Dry Tortugas are part of Monroe County, Florida, United States. https://en.wikipedia.org/wiki/Fort_Jefferson_(Florida)

Depending on the circumstances, the "whole staff’ of a WH might be a whopping two.

“Entire staff” was actually one employee according to this source: http://www.nydailynews.com/news/national/waffle-house-customer-meal-employee-sleeps-article-1.3672995

Ripley’s is making it seem as if more than one person was found asleep which would be pretty odd and may have indicated CO2 poisoning or something. But alas, it was just worded incorrectly.

Then Alex Bowen passed out because the place was full of carbon monoxide from the malfunctioning oven vent.
