I never quite understood those things. If I were to rake up all the leaves and trash in my yard, put it in a trash can, then take the can out to the middle of the street and dump it, and a policeman saw me do it, I’d get a ticket. But for some reason I can use a leaf blower and blow it all out in the street and that’s perfectly OK!

The folks up hill blown their leaves down to the main road, where they clog up the storm drains, but somehow, flooding isn’t their fault.
