Regarding that cornerstone: I had difficulty finding any sources about this but I did find this one that mentions a secretary of the Smithsonian with the last name of Ripley (related? I don’t know!) who approved the search to find the cornerstone but as this strip reveals, they were unable to locate it.
Yes, it’s a matter of taxes on imported toys being less than that on imported dolls, and pretty much all of Marvel’s character figures were imported from China. Here’s a link to a detailed account….
I wonder if the “doll” not being a “toy” thing has to do with the historical use of “dolls” as Fashion Dolls, used almost like mannequins are today. Then there was the perception that dolls were for those who could afford a store-bought “doll” (or collectable) as opposed to the homemade ones most girls could afford.

And how would you recognize the Smithsonian cornerstone if you found it? Does it have the date chiseled into it?

The could just make Smithson’s sarcophagus the cornerstone and be done with it. His donation made the museum possible.

It wouldn’t be surprising if the cornerstone was removed or covered up during an expansion.
