1/25th at what f-stop? What film are you using? You might get an image with Kodachrome 25 with that shutter speed, otherwise use a full ND filter

Use a polarizing filter and stand with the sun off of one shoulder. The result will be a really nice, deep blue sky in the background.

1/25" shutter speed in daylight in the snow with a kid’s camera will likely give you just a white picture.
