Gee, I wonder why!

He was offered the job of White House Chief of Staff, but he turned it down.

He could have just said, “Is this where I apply for intelligence?”

Based on the more lurid recent “Intelligence” failures, he seems like a perfect fit!

“The Big Bang Theory” began with a joke like this.

When you’re dealing with government bureaucracies, you never know!

To be fair it could be that you apply at hr, not at the dept itself.
