It doesn’t work. If rice absorbed water so easily why do we have to boil it?
Electronics can survive immersion – if they are turned off before getting wet and well dried before being turned back on.
I have put computer keyboards – yea, even wireless (sans batteries) in the dishwasher (low temp – heat also kills electronics) and dried them out over the heating vent for a couple of days.
I once was part of a cleanup exercise to clean up computers that were in a flood. They were so caked in mud, we hosed them clean, took the boards out and hung them on a wash line to dry. This is not the recommended way to clean a computer. Compressed air normally works just fine.
Actually, using a vacuum cleaner for about 20 minutes, sucking in all possible openings on the phone (or other electronics) really works the best. It pulls a lot of air through every part of the phone. And it works pretty fast. For fresh water, anyway. I’ve seen stuff destroyed in sea water really quickly.

But, that would be a cute decoration, in real life.

I’d have thought their phone would have been waterproof to begin with.
