Reassuring and calming Kirbee is the easy part. Looking at Wally’s expression in panel 3 and 4, he’s already analyzing the situation trying to figure out what would have prompted Chic to sneak out and back into their apartment. And whether he needs to go look for Chic or wait for him to come home.
Sometime before the arc began, Duffy, either alone or along with his friends went exploring. This being something most preteen and early teen boys do. Duff evidently comes across something extremely frightening and it’s most likely big enough that he told an adult and he was likely discounted. He returns this time definitely with friends (including Ben) to get proof. he fails and loses Ben in the process. Ben is likely presumed dead, though this may not be so. This is Duff’s second attempt at getting proof of his discovery. For that purpose, he needs someone small like Chic. Possibly his real need is for Irving. Don’t discount that bug!
Here’s a possible clincher. The leaders of Eden know about it, and whatever it is, are fearful of it. This is why expansion projects are “delayed” or “halted”. For any town hanging on the edge of existence (remember, there are Topsiders looking to destroy them), anything unknown is to be feared. Think of the Dad in the beginning of “The Croods” movie for example.
The adventure awaits. We are soon to discover what this fearful thing might be, and whether it helps, or hurts the colony. Either way, a voyage across the ocean may be in our reading future.
