The exact reason that the Cardinals are not sequestered when selecting a new Pope. Before they started doing that they would stay as guests in various homes of the parishioners it would take as long as several months to make the selection.
I’ve felt the same way about Congress during one of those “shut downs.” If they started by NOT paying the congressmen, AND NO BACK PAY, how long do you think those would last?
