    They turn out to be people producing charcoal. I’m guessing it depicts Bavaria. Back in 2008 somebody bought it at for only 340 euro (https://schmidt-auktionen.de/12_artikel_details.php?nr=15&knr=10) at auction. The condition was a bit off; the auctioneer noted minor retouching and a bit of missing paint in the sky area. Sounds like the painting may have had a bit of a rough life.
