Symphonies are struggling with trying to cultivate a less-stuffy image, and a more-welcoming atmosphere to build audiences. The “no clapping between movements” thing is more flexible now, and the dress code in most cases is more relaxed. Playing for a full house is much more fun! Expressions of enthusiasm are very welcome, cellphones going off, not so much.

This happened recently at the Boston Symphony. The audience was actually delighted, though.
