    There’s actually no small amount of brilliance behind the senator’s concept. Many state’s lotteries devote their revenue to education. If the state itself became a “player,” it could calculate the optimum point at which the purchase of X tickets for Y dollars at a payoff value Z would result in the highest probability of winning with the lowest net loss. Then if the state wins, it simply puts the winnings toward education — which is already what it’s doing as a spectator in the game.

    The senator must be mentoring one of my neighbors. I live in a cooperative and we are imposing an assessment to raise $375,000 over 6 years for capital improvements. She protested the assessment of $90 per month per member and suggested we could raise that amount by holding a “bake sale”.
