A book I’d recommend is The March of Folly, by Barbara Tuchman. This is isn’t the first round of idiocy the planet has lived through.

I think Putin qualifies. He thinks big, he’s smart enough (and has resources enough), and he doesn’t care about following anybody else’s rules.
