We solved this in our house by having two toilet paper holders. One goes over the top (mine) and one goes under (my hubby’s). Which also means I can buy the type of tp I prefer and put it on mine, while I buy hubby’s tp preference for his.
If you were meant to roll it under, the pretty floral print would be on the other side. Surely all right-thinking people will acknowledge this. If you roll it under, you might as well just put out a Sears catalogue, or a basket of dried leaves…
The problem with cats and over is that if they decide that the tp roll is a fine playtoy, and they will eventually, then all they have to do is pull on the roll and THE WHOLE ROLL can end up piled in front of them, which they love. Can’t happen with under, so under is should be…

When the roll is mounted “over”, the blowing air somehow unrolls a lot of it. That doesn’t happen when it’s mounted “under”. So it’s “under” for me as well out of necessity.
Anybody who chooses to keep cats obviously doesn’t have their mind right in the first place, so how can I consider their views on under/over worth…considering?
Over is simply more…aesthetic. Under indeed has greater one-hand ease, but sometimes touches the connected wall…

I choose under for a few reasons.1. If I unroll over the top portion, gravity has a tendancy to let if fall down by the next time I use it. (For some reason unbeknownst to me.)2. It is further away from the toilet and any splashback of urine. (by a miniscule amount)3. I find it easier to separate the TP from the roll if it does wind up getting stuck to it4. Since my roller is on the right side of the toilet, ie left of me when I sit down, it is easier to lift up in a diagonal direction and tear a piece off.5. It pisses the HELL out of my mother when she comes to visit!

Over the top means the TP doesn’t touch the holder (as it does if it is undershot when the holder is inset into the wall).
That’s the only logical reason for one way vs. the other.

There is one place to get a definitive answer. That is the drawing presented with the patent application which shows the paper going OVER!!!
