There is conflicting evidence about rising sea levels.
Some islands report that they are, and that they have lost sizable amounts of land.
At other islands, sea level seems to be falling.
And, weirdly enough, at some islands which were surveyed thoroughly by early explorers, there seems to have been no change since the late 1700s.

In a way, dumping their “client” at low tide is even crueler and more sadistic. The poor sap gets to feel the water slowly rising to cover him… gruesome!
Due to polar ice melt and the moons pull, What would be a higher tides in one area would have to result in a lower tides in another. Poor old sap, his longer life span will be misery without intervention either way.
The guest of honor is not Joe - it’d screw up the story arc. Besides this guy has a shorter nose. He’s that guy who used to get killed in the first 5 minutes of Star Trek. Too bad he got typecast.

The difference between the mob and the government isn’t too hard to tell.
When the mob runs a lottery, the payout is usually in the 80-90% range, and you don’t have to pay taxes on the winnings. When the government runs a lottery, the payout is in the 40-45% range, and the government takes about 1/3 off the top of that for taxes…
