I had a beta fish once. Great little guy. I put my finger in the bowl and he swam up and rubbed against it, like he was being petted. Anyway, one of my cats was fascinated and stared at him for long periods of time. The fish just stared back. One day, the cat was sitting on the top of the tank (as he sometimes did) and fell in. He never sat there again.

Get a tank with fish that are big enough to intimidate the cat. Probably cost $30K, but will solve the problem.
