I think the best joke is in the first panel -
“Hey Sluggo, your lights are out!”
Sluggo pauses, and examines the situation carefully.
“Huh, so they are.”

Some years ago, there was a story about the electric company of some city turning off the power in a home for non-payment.
The resident of that house was an old lady on oxygen, and naturally, she died.
Her family sued the electric company, but I don’t know the outcome.
