These strips that end with a character repeating the last thing another character said are pretty funny. It is an odd way to end a strip, so your mileage may vary.
What I think Schulz was doing here was drawing a parallel with other sports, most likely (U.S.) football, where a player can be penalized for an equipment violation. It could be a real safety issue if a player isn’t wearing all his pads or has one on incorrectly. But the parallel would be a penalty on a player for something like an untucked jersey, which is more of a technicality like “improper mittens”, which is why Sally is upset at the penalty.
